Expectations of Instructors, Coaches, Referees & Assistants

Engaged by Ministry of Football Pte. Ltd. ("MOF")

These expectations apply to all Instructors, Coaches, Referees and Assistants ("Instructors") engaged by MOF on an ad-hoc, flexible basis as freelancers / independent contractors. You are not an employee of MOF.

When an assignment is offered, you will be informed of the key details (programme nature, venue, date and time). Once you accept an assignment, you must commit to it. Unless otherwise agreed, payment is typically made within 24–48 hours after the programme ends.

1) Conduct and Professional Standards

1.1 You must not

  • Use offensive materials or language, or behave in a way that may be seen as unprofessional, discriminatory, or harassing.
  • Display intimidating, abusive, or threatening behaviour.
  • Misrepresent yourself or claim to represent MOF (or MOF's client) without written authority.
  • Post about MOF activities on social media without MOF's express written consent.
  • Use profane, vulgar, demeaning, or sexually suggestive language with participants.

1.2 You must

  • Abide by the laws of Singapore (and any country where you are sent to provide services).
  • Demonstrate sportsmanship, respectful communication, and positive leadership.
  • Promote an inclusive environment and team spirit, mindful of diverse backgrounds.
  • Dress appropriately and be punctual.

1.3 Professional boundaries with participants (safeguarding)

  • Maintain clear instructor-participant boundaries at all times.
  • Avoid being alone with a participant in enclosed/secluded spaces; where discussions are needed, do them in open settings with appropriate visibility/supervision.
  • Do not encourage, accept, or participate in romantic / inappropriate relationships with participants (including flirting, dating, sexually suggestive language/materials, grooming, or harassment).
  • These expectations apply regardless of consent, parental approval, whether the participant is under your direct care, or whether they are in the same programme.

1.4 Appropriate physical contact

Physical contact must be necessary, professional, minimal, and context-appropriate (age, maturity, circumstances).

Examples where it may be appropriate:

  • First aid, preventing injury, moving a participant away from danger, or unavoidable sport-specific coaching contact solely to teach/correct technique.

When physical contact is necessary:

  • Explain the rationale clearly; obtain consent where required; stop immediately if the participant is uncomfortable; ensure it occurs in the presence of others (including teacher-in-charge where applicable).
  • No contact with genitals/chest areas or areas close to them.
  • No contact that could be seen as punishment, unjustified, or with romantic/sexual undertones (including hugging, regardless of intent).

1.5 Out-of-programme / after-programme conduct

  • Do not organise extra sessions, trips, or activities during school/MOF vacation periods without MOF / teacher approval.
  • Do not attend social events with participants on a one-on-one basis.
  • Do not visit a participant's home unless absolutely necessary, with a teacher present, and with prior approval.

1.6 Communications and social media

  • Keep communications professional; avoid personal or inappropriate topics (including violence/pornography).
  • Do not use false personas or private channels in ways that could blur boundaries.
  • Do not post content that identifies participants (names/photos), tags them offensively, or amounts to rants/insults.

1.7 Discipline and behaviour management

  • Treat all participants with dignity; follow MOF/client discipline policies.
  • Do not retaliate against aggression except where necessary to protect safety, and only using reasonable, proportionate restraint for the shortest necessary time.
  • Maintain professional relationships with parents and stakeholders; do not solicit funds or business from them.

1.8 Confidentiality

Handle participant information with care. Personal data (identification, family details, health matters, records) must be collected only for official purposes and not disclosed.

2) Safety Responsibilities

  • Participant physical and emotional safety is a priority at all times.
  • Follow MOF/client safety guidelines and support the teacher-in-charge with safety briefings.
  • Assist with risk processes such as risk assessment / RAMS where applicable.
  • Proactively inform MOF if your activity requires additional safety measures beyond general standards.
  • Do not expose participants to potentially dangerous situations.

3) Assignment, Authority, and Compliance Rules

3.1 Money collection

You must not collect money from participants unless MOF authorises it. If authorised, you must keep proper accounts.

3.2 No unauthorised activities

You must not involve participants in activities other than MOF activities without MOF approval.

3.3 No authority to bind MOF

You must not make commitments or representations on MOF's behalf unless MOF has authorised you in writing.

3.4 Attendance is mandatory once booked

Once you have accepted an assignment, you must show up and conduct/attend the programme.

Failure to attend may make you liable for costs thrown away, compensation payable to MOF's client, and losses incurred.

3.5 COVID-19 / public policy compliance

Programmes may be postponed or cancelled in line with government policy (including public-health measures) without charge.

MOF may also require regular COVID-related testing for instructors where applicable, and by accepting MOF assignments you agree to comply.

3.6 Non-solicitation: no private bookings from MOF customers

If MOF assigns you to a customer/programme, you must not take direct private bookings from that customer for a minimum period of 3 years, and you must route bookings through MOF.

If you breach this, you must compensate MOF based on:

[Fees you took directly] × 3 (subject to a minimum of $500) + $500 enforcement fee.

Identity verification / ID submission:

To enable enforcement, MOF may require you to submit a verified full name and address. When providing an ID image, you should blank out sensitive fields (e.g., NRIC/ID number, photo, and other unrelated details) but leave your name and address visible.

Yours sincerely,
